A private security company, Con Sec, is attempting to study psychic individuals, nicknamed "Scanners." At a demonstration a volunteer called upon turns out to be a Scanner himself, a fugitive named Darryl Revok. After using his mind to kill the Con Sec Scanner he also kills the guards who attempt to take him into custody. Revok leads a rogue underground group of Scanners. Con Sec's top psychic expert, Paul Ruth, approaches a conflicted renegade Scanner named Cameron Vale to try and infiltrate Revok's gang.
