The aircraft, operated by the Imperial Japanese Navy, was a single-engine, all-metal low-wing monoplane, with a retractable undercarriage. It had a crew of two seated under a long, glazed canopy. The aircraft was powered by an liquid-cooled inverted V-12 in-line engine for the -1 and -2 variants, but the -3 retained a radial engine.
More than two thousand Yokosuka D4Y "Suisei" were produced between 1942 and 1945.
